PF on Salary Arrears: The Arrear ECR, the Right Wage Month and the Ceiling Trap
Yes. PF is due on arrears of PF wages: basic, DA, retaining allowance and any amount added back under the 50% rule. Report them through an arrear ECR against the months they belong to, cap each month at the ceiling that applied then (₹15,000 before 17 September 2026, ₹25,000 after), and deposit by the 15th of the next month.

Salary revisions in India are often approved months after they take effect, so payroll pays the difference as arrears. The question that follows every time: is PF due on that back pay, which month does it go into, and how much? This post settles all three, including the effect of the September 2026 wage ceiling change. If you are new to the return itself, start with filing the monthly ECR.

Is PF due on arrears?
Yes, when the arrears are of PF wages. The Employees' Provident Funds Scheme, 2026 says contributions are calculated on wages "actually drawn or payable during the month", and it refers expressly to contributions in respect of arrears of pay. Arrears are wages for an earlier month that were paid late, so they carry PF like the original wage would have.
What counts:
| Arrear component | PF due? |
|---|---|
| Basic pay and dearness allowance | Yes |
| Retaining allowance | Yes |
| HRA, conveyance, special allowance | Only to the extent the 50% rule under the Code on Social Security adds them back to wages |
| Statutory bonus, overtime | No |
| Arrears of a reimbursement | No |
If a revised allowance pushes allowances above 50% of total pay for that month, the excess becomes wages and the arrears on it carry PF too. Recheck the 50% test for each arrear month with the revised figures.
Which wage month and which ECR
Arrears belong to the months they relate to, not the month you pay them. An April increment approved in August gives April, May, June and July arrears. Each month is tested separately.
The EPFO portal handles this through an arrear ECR, a file separate from the regular monthly return. For each member it carries the arrear EPF wages, arrear EPS wages, arrear EDLI wages and the matching employee, employer EPF and EPS shares. When you upload, you pick the wage month and the date the arrears were disbursed.
Two mistakes to avoid:
- ✓Adding arrears to the current month's regular ECR. This overstates current wages, can push the member above the ceiling for the wrong month, and corrupts the pension wage history.
- ✓Using a revised return instead. The revamped ECR (from wage month September 2025) has regular, supplementary and revised returns. A revised return corrects errors in a return already filed. Arrears under a later wage settlement are not an error in the original month.
The wage ceiling of the arrear month applies
Contributions are limited to the wage ceiling for each month, unless the employer and employee have jointly opted to contribute on higher wages. Since the ceiling rose from ₹15,000 to ₹25,000 on 17 September 2026, the month matters:
| Arrear month | Ceiling to apply | Room for arrears if old PF wage was ₹14,000 |
|---|---|---|
| April to August 2026 | ₹15,000 | ₹1,000 a month |
| September 2026 | ₹15,000 for 1 to 16 September, ₹25,000 from 17 September | Split as EPFO prescribed for September |
| October 2026 onwards | ₹25,000 | ₹11,000 a month |
Arrears for a month already at the ceiling carry no further statutory PF. Pension (EPS) wages are capped the same way, so the EPS arrear is 8.33% of the capped arrear wage only.
Due date, interest and damages
Deposit the arrear contribution by the 15th of the month after the month in which you pay the arrears. The revamped ECR works out interest (12% a year) and damages automatically when a payment is late, and it asks for the arrear disbursal date. Commentary on EPFO's October 2025 FAQs on the revamped ECR says that date drives the interest calculation, so check the system figure before you pay.
The safe line to draw:
- ✓A genuine retrospective revision (agreed later, paid later): deposit within the 15-day window after payment and the arrear ECR should carry no interest.
- ✓Wages that were legally due earlier but underpaid, such as a minimum wage revision you missed or allowances wrongly kept out of PF wages: the contribution was due in the original month, so expect interest and damages from that date.
A worked example
A Ludhiana hosiery unit approves a revision on 20 August 2026, effective 1 April 2026, and pays arrears for April to July with August salary on 31 August 2026. There is no joint option for higher wages.
Employee A: PF wage rises from ₹14,000 to ₹16,500.
- Ceiling for April to July is ₹15,000, so the arrear PF wage is ₹15,000 - ₹14,000 = ₹1,000 a month, not ₹2,500.
- Four months: ₹1,000 x 4 = ₹4,000 of arrear PF wages.
- Employee share: 12% x ₹4,000 = ₹480.
- Employer share: ₹480, of which EPS is 8.33% x ₹4,000 = ₹333 and EPF is ₹480 - ₹333 = ₹147.
- EDLI and administration charges at 0.5% each: ₹20 + ₹20.
- Arrear ECR for wage months April to July, disbursal date 31 August; deposit by 15 September 2026.
If payroll had ignored the ceiling, it would have deducted 12% x ₹10,000 = ₹1,200 from the employee, ₹720 more than the law requires.
Employee B: a revision from ₹22,000 to ₹26,000 effective 1 October 2026, with October and November arrears paid in December. The ceiling is ₹25,000, so the arrear PF wage is ₹3,000 a month, ₹6,000 in total. Employee share ₹720; employer share ₹720, of which EPS is ₹500 and EPF ₹220.
Frequently asked questions
Can we deduct the employee share of arrears from the arrear payment?
Yes. Deduct it from the arrears when you pay them. That is the natural point to recover it.
Do arrears for an employee who has left still need PF?
Yes, if you pay the arrears. Use the member's UAN in the arrear ECR. If the claim has already been settled, the arrear contribution still goes to EPFO, which handles it as a supplementary amount.
Does arrear PF change gratuity or bonus?
No. Those follow their own wage definitions. Arrear PF only affects the PF, EPS and EDLI accounts.
What if the arrear month had no PF because the employee was above the old ceiling?
An employee who was excluded only because wages exceeded the ceiling stays excluded for that month. The arrears do not create membership backwards.
