Quick answer

The EPF wage ceiling rose from ₹15,000 to ₹25,000 a month on 17 September 2026 (S.O. 5109(E)), the first increase since 2014. Employees with PF wages of ₹15,001 to ₹25,000 are now covered. The maximum employee PF goes from ₹1,800 to ₹3,000, and September needs a split calculation in a single ECR.

The Ministry of Labour and Employment raised the monthly wage ceiling for the Employees' Provident Fund from ₹15,000 to ₹25,000. The Union Cabinet approved the change on 16 September 2026, and Notification S.O. 5109(E) dated 17 September 2026 brought it into force the same day. It is the first revision since September 2014. To check an employee, work out PF contribution at the ₹25,000 ceiling.

The government expects more than 51 lakh additional employees to come under mandatory cover, with a five-year outlay of about ₹56,696 crore.

Who is newly covered

Employees whose PF wages are between ₹15,001 and ₹25,000 a month. Under EPFO's own FAQs, the employer has to enrol them in the EPF, EPS and EDLI from 17 September 2026. The employee does not need to apply.

Some points that cause confusion:

  • ✓The ceiling is on PF wages, not gross pay. PF wages mean basic, dearness allowance and retaining allowance, plus any amount added back under the 50 percent rule in the Code on Social Security. An employee with ₹50,000 gross and ₹25,000 of PF wages is covered. One with ₹60,000 gross and ₹30,000 of PF wages is not, unless the employer and employee choose to join.
  • ✓Nobody's existing contribution goes down. Employees already contributing on wages above ₹25,000 keep their present arrangement.
  • ✓ESI is unchanged. The ESI wage ceiling remains ₹21,000 a month.
  • ✓EDLI cover is unchanged. The maximum insurance benefit stays at ₹7 lakh. The higher ceiling does not raise it.

What it means for an employee

Take two examples.

Employee PF wageEmployee PF beforeEmployee PF nowDifference
₹20,000₹1,800₹2,400₹600 more
₹25,000₹1,800₹3,000₹1,200 more

Take-home falls by up to ₹1,200 a month at the ceiling. The money goes into the employee's own PF account, which earned 8.25 percent for 2025-26, and the employer's matching contribution rises too. Newly covered employees also gain pension rights under EPS.

What it means for an employer

For each newly covered employee at the ceiling, employer cost rises by up to ₹1,300 a month, which is ₹15,600 a year. At 500 such employees that is about ₹78 lakh a year, and the EPFO FAQs point to the PMVBRY hiring incentive as a partial offset for eligible new jobs.

EPFO's FAQs are clear that an employer cannot recover its own statutory contribution from the employee. If you hold CTC fixed, the extra cost has to come out of another component, and that is a salary-structure decision that needs care.

How to handle September 2026

The ceiling changed in the middle of a wage month. EPFO's FAQs say:

  1. File a single ECR for September 2026. Do not file two.
  2. Calculate contributions in two parts: for 1 to 16 September on the old ₹15,000 ceiling, and from 17 September on the new ₹25,000 ceiling.
  3. The employee's extra share for September can be recovered in the next payroll without prior approval, but the ECR must still carry the full details.
  4. The September ECR and payment are due by 15 October 2026.

Some early commentary suggested using the old ceiling for the whole month. EPFO's FAQs, published on 24 September 2026, say otherwise. If your payroll provider has used the full-month approach, check it against the FAQ.

What about EPS pension

Employer EPS contribution is now 8.33 percent on wages up to ₹25,000, which is up to ₹2,083 a month. The Government's own contribution stays at 1.16 percent on wages up to ₹15,000, which is at most ₹174 a month. New EPS members are admitted only if their wages at joining are within the ceiling.

Employer checklist

  • ✓List every employee with PF wages between ₹15,001 and ₹25,000, and every employee currently contributing on ₹15,000.
  • ✓Enrol the newly covered employees, and check that each has an active UAN with KYC done.
  • ✓Update the PF wage ceiling and EPS and EDLI settings in payroll from 17 September 2026.
  • ✓Run the September split as described above, and keep the working.
  • ✓Review salary structures against the 50 percent wage rule, because a low basic no longer protects you.
  • ✓Tell employees what will change in their payslip, before the October payroll.
  • ✓Check contractor and manpower agreements, because the cost of coverage often passes through.
  • ✓Watch for further EPFO circulars. Some details are still being clarified.

Common questions

Is the 17 September date final? Yes. A report that it would be pushed to 1 October was incorrect, and EPFO's FAQs say the date stays.

Does a ₹60,000 salary now carry PF on ₹25,000? No. PF is on PF wages, not gross pay. If PF wages are above the ceiling, contributions are capped unless the employer and employee agree to contribute on higher wages.

Does this change gratuity? No directly. Gratuity follows the wage definition, which is a separate matter. See the labour codes explainer.

Is the EPS pension higher? Pensionable salary can now count up to ₹25,000 for eligible members, so the pension can be higher. The actual amount depends on salary and years of service.
